The Secretary for Democracy Strengthening of the Organization of American States (OAS), Francisco Guerrero, confirmed this Wednesday that the examination of the 2019 elections in Bolivia had found “deliberate manipulation” and pointed out that the expertise of the University of Salamanca, that of the Bolivian Prosecutor’s office “lacks technical support” and “is not of the scope” of the study carried out by the technicians of the multilateral organization.
Guerrero presented the main results of the OAS audit at the special session of the Permanent Council, which took place in virtual form this Wednesday. The meeting was held at the request of Bolivia, a country that had lodged a complaint against Secretary General Luis Almagro for “meddling” in internal affairs.
“The report from the University of Salamanca does not analyze key elements to understand the elections, it was carried out remotely a year after the events with a team with no experience and of limited scope. The team itself recognizes that the OAS report is more comprehensive, ”said Guerrero in his speech.
The meeting was attended by Justice Minister Iván Lima, Foreign Minister Rogelio Mayta and OAS Ambassador Héctor Arce.
