Defense Minister Edmundo Novillo reiterated today that the report presented by the Interdisciplinary Group of Independent Experts (GIEI) is of great value as it gives “absolute certainty, clarity and knowledge” about the events of 2019, but not as evidence.
“We have to understand that from this report we have the possibility, with absolute certainty, clarity and knowledge, of what has happened all this time. That is why this report is so important because it is now a reference that shows the material truth of the events that took place in this time of crisis, that is why the report is of great value, “he said in an interview with A Media Mañana de Los Tiempos and Grupo Centro.
Likewise, Novillo said that the GIEI stated that the report should not be used “as evidence” but rather as “guidance, a guide to the verified facts that happened on the basis of much of the material they had collected”.
Regarding the GIEI’s comments on the prosecution, national police and armed forces, he made particular reference to the resignation of the armed forces commander-general, Williams Kaliman, although he said it was pressured.
“You shouldn’t have followed the Supreme Decree that led to a plan of repression,” he said.
He also said that “wrongly given orders will not be carried out” and that the military cannot “justify” the actions.
“In the armed forces, crimes against humanity are not judged by military justice, but by ordinary justice. The investigation has been activated, ”he added.
Novillo also pointed out that Jeanine Áñez’s presidency was not constitutional. “She is proclaimed president of the country practically without the corresponding quorum, which is in no way valid,” he said.
For Novillo, the GIEI report believes that Áñez’s government was “de facto”.
