Defense Minister Edmundo Novillo arrived in Cochabamba after presenting the report of the Interdisciplinary Group of International Experts (GIEI), which contains 11 conclusions and more than 45 recommendations for the Bolivian state, civil society and the Inter-American Commission on Human Rights.

Novillo points out that normative adjustments are being worked on within the military institution, but not only on the basis of the recommendation of the GIEI, but because an adjustment to the political constitution of the state is necessary.
What adjustments are being made in the armed forces as recommended by the GIEI?
Well, not necessarily based on the GIEI’s recommendations. In the purely military area and in the institution of the armed forces, there is a whole proposal, an adaptation and change of the regulations, especially taking into account the promulgation of the political constitution of the plurinational state in 2009.
That means, it is a norm to which the organic law of the armed forces has to be adapted and all other regulations of the military field have to be adapted again, this has to be a task, but it is not necessarily in the scope of what the military means.
Where is the report pointing to?
Above all, the GIEI recommends – as I understand it – to work on the field of transformation of the judiciary from the structural framework so that justice is above all reliable and not only for the political class, but for all citizens.
In this context, I believe that this work must be carried out very profoundly, but it also has its shortcomings, the area of the judiciary is complex. In this context, through the Ministry of Justice, through the Plurinational Legislative Assembly, the Ministry of Justice itself, from the professions, the law schools, the same actors; Indeed, academics, we must all take part in the adjustments, changes and reforms that the judicial system requires, since we all strive for impartial justice, a judiciary that can guarantee the citizen his rights in the form that has been established, that is Legality and justice.
Is this happening in the Bundeswehr by changing the LOFA?
Not so much as a reform, but above all as an adjustment to the Political Constitution of the Plurinational State (CPE), because the Organic Law of the Armed Forces (LOFA) was passed before the CPE and must be adapted to it and many regulations in the Plurinational State. In the institutions they can have this problem and (due to the) sensitivity in the Bundeswehr this may not be addressed, but it must be addressed and those of the same (high) command (the army) are ready and must have proposed this work we perform.
