Human rights networks, collectives, associations and organizations propose that the government create a mechanism to implement the recommendations of the report in order to implement the recommendations of the International Group of Independent Experts (GIEI) made in the report presented on August 17 .
The organizations call on the government to take all necessary measures to implement the recommendations of the “Report on the acts of violence and human rights violations in Bolivia between September and December 2019”, according to an ANF report.
The mechanism to be created must be comprehensive in its composition and guarantee the presence of all institutions called upon to intervene.
This mechanism will make it possible to monitor the development of investigations, resume processes, and nurture others necessary for truth and remembrance; Develop the “Comprehensive Care and Restitution Plan” for rights restoration, reparation, rehabilitation and non-recurrence guarantees; Establish reconciliation processes, strengthening democratic and inclusive values and a culture of peace in society.
It also contributes to the reform process of the Bolivian armed forces and police, strengthens the relationship of trust with the citizens, practices and protocols for the protection of human rights, with gender, transparency and inclusion approaches; the transformation of the judiciary, which guarantees full citizen participation, as well as the strengthening of civil society and the independence of its organizations.
The organizations also propose the creation of a transitional justice mechanism as the grave human rights violations caused by acts or omissions of the institutions that intervene in the administration of justice and the lack of guarantees of independence and impartiality are cited in the report.
